
Packaging for Cosmetics
In accordance with the Cosmetics Regulation (EC) No. 1223/2009, a cosmetic product made available on the market must be safe for human health when used under normal or reasonably foreseeable conditions of use.
In order to meet this requirement, the « person responsible » for placing the product on the market must carry out a safety assessment, based on the intended use of the cosmetic product and the anticipated exposure to the individual ingredients.
Annex I of the Cosmetics Regulation describes the information that needs to be considered in the content of the Cosmetic Product Safety Report. Section 4 provides details with regard to impurities, traces, information about the packaging material.
However, despite the publication of Explanatory Guidelines by the European Commission, in which packaging aspects are a little more developed, the nature of the information to be provided to the person in charge of the Cosmetics Industry is not sufficiently established, opening the field to a wide variety of requirements from our packaging customers.
Coordination work at European level has been initiated with the creation of a Task Force, whose Presidency was held by Cosmetics Europe (European Organization of Cosmetics Manufacturers). Elipso was particularly involved in this process.
A draft of Guidelines has been finalised by the end of October 2017 to be tested until October 2018.
Elipso has also begun to work on a Guidance to support its members in the management of supplier relations but also customer ones.
